WINDOW ROCK, Ariz. — During a recent special meeting, the Law and Order Committee unanimously approved Legislation 0036-25, which officially appointed Council Delegate Arbin Mitchell to represent the LOC on the Naabik’íyáti’ Committee Title II Reform Subcommittee.
“During my time as a division director, I gained firsthand knowledge of how policy reform can bring real improvements to our communities,” Mitchell said. “I’m honored to accept this role and eager to contribute to strengthening governance structures for the Navajo Nation.”
Legislation 0036-25 addresses a vacancy left by the reassignment of Delegate Cherilyn Yazzie to the Budget and Finance Committee, which opened the need for new representation from the LOC on the Title II Reform Subcommittee. Mitchell was nominated based on his qualifications and prior experience in policy and community development, notably as a former director within the Navajo Nation Division of Community Development.
An amendment to the legislation, introduced and approved during the same meeting, formally inserted Delegate Mitchell’s name into the resolution. Committee members expressed unanimous support, noting his background and leadership made him the most suitable candidate to represent the committee in ongoing reform efforts.
The Naabik’íyáti’ Committee Title II Reform Subcommittee was established to evaluate and propose changes to Title II of the Navajo Nation Code, which outlines the organization and functions of the legislative branch. Each standing committee appoints two members to serve on the subcommittee. The motion passed with a vote of 3-0, with all present members voting in favor.
Mitchell joins the Title II Reform Subcommittee at a critical time as the Nation continues to assess the effectiveness and accountability of its legislative framework.
